QEI performed a historical crash analysis to determine if roadway design or traffic control features contributed to the crash risk that could be eliminated or reduced as part of the long-term improvements. QEI aided in the development of 17 initial conceptual design alternatives, which were reduced to seven after a fatal flaw analysis. QEI utilized Synchro to analyze traffic operations for the existing conditions, the no-build scenario with future conditions, and the seven final design alternatives that included various at-grade and grade-separated options. The results of the crash and capacity analyses, studies of other engineering, and potential social, economic, and environmental impacts for the eight design options, along with final recommendations, were summarized in a feasibility study report.
